Donovan Unveils Plan to Protect Children, Stop Proliferation of Child Sex Dolls

Original legislation will combat the rise in availability of dangerous child sex dolls; Safeguards needed to prevent importation of dolls that promote exploitation of children from global online marketplaces

Staten Island, NY—August 28, 2017….Congressman Dan Donovan (NY-11) today unveiled his plan to help prevent the exploitation of innocent children by announcing legislation that will ban the importation, sale, and distribution of child sex dolls in the United States. The lifelike silicone dolls, which resemble children as young as five years old, are increasingly being bought and sold to pedophiles through online websites and marketplaces. 

Congressman Donovan said, “Children are the most vulnerable and innocent among us and deserve to know that they will be protected. It’s imperative that our laws evolve to meet the complex and ever changing challenges faced by the availability of new and dangerous products from global online marketplaces. As a legislator, but more importantly as a father, I will do everything possible to stop crimes against children. My legislation takes necessary steps to ensure that sickening child sex dolls are prevented from reaching the U.S. and homes of sexual predators.”

How, then, to reconcile civil society’s abhorrence of child abuse with the production and import of life-sized, life-like dolls of children to be used for sexual purposes? Donovan for shining a light on this issue and for introducing legislation to prohibit the import of these products into the United States.”

Stacie Rumenap, President of Stop Child Predators said, “The recent seizures of child sex dolls abroad are disturbing, to say the least. It illustrates that sex offenders and pedophiles will stop at nothing to reach children. There is no doubt these dolls will be used to lure and groom children, and will ultimately lead to more sexual abuse and exploitation of real children. We commend Rep. Donovan for his efforts to prevent the sexual exploitation of children and stop the sale and distribution of these dolls before they become common-place.”

Andrew Willis, President of the Stop Abuse Campaign said, “Legitimizing child sex abuse by allowing the sale of child sex dolls is not only disgusting it is dangerous. Today, one in every five US children are sexually abused. Congress must act swiftly to protect America's children.”

Child sex dolls are anatomically accurate renderings of young children and include “accessories” such as false eyelashes, wigs, warming devices, and cleaning tools. The dolls, which are imported from China and Hong Kong, are purposely labeled as mannequins or models to avoid detection in the mail. Recent seizures of these dolls in the UK and other global market places have highlighted the need for legislation to address this disturbing activity.

Law enforcement agents have said that the purchases of child sex dolls can indicate a history of offenses against children. Additionally, some psychologists believe that these dolls could reinforce pedophilic behavior and encourage urges, potentially putting more children at risk to harm.

Donovan’s original legislation to combat the rise in availability of dangerous child sex dolls will be introduced when Congress returns from August recess. His proposal has already received support from child advocacy organizations, including Safe Horizon, Stop Abuse Campaign, and Stop Child Predators.
